Some villains can be shown to be smart or strong by using their underlings in an intelligent manner.

Anyway, there's a few Villains probably out there who fit the rest of your requirements. Mostly though I can only think of villains atm from Literature or the medium of film. Luca Blight as was already stated isn't bad, but he was being used by the Harmonian Empire and his Mentor to cause destruction and War

In essence, he was nothing more than Norman Bates in a tight black costume and a sword. Haunted by his "mother" and doing her bidding, he just did what he was "told" to be a good boy then add in an traditional realization of his nature to jerk some tears and pity. Yeah. He was really deep. Deep like the guy who drops the blocks on you in Tetris.

That guy had some serious emotional issues and he did not give any speeches about it. He just started rainiing blocks upon a hapless little russian city until you came along to save them from his tyranny. But no matter how many blocks of his you destroyed, he kept sending more, faster and faster. Only when he is saited, would the locals ever celebrate in the blood of their fallen.

Sappy speeches are out of the fucking question, but that doesn't mean a villain can't have gray area. Hell, the good villains all DO have some gray. If, for example, they refuse to kill children for some personal reason, then they're showing depth of character...which is good. They still need to retain a certain degree of badassery/insanity. In some instances, such as with Giygas, the villain's character itself is irrelevant, which is fine if the story's focus is entirely on the central protagonists. If evil has no moral gray, then it can still serve as a simple driving force of conflict, further deepening the personalities of characters.

I've never read the Killing Joke, so I could be wrong. Most of my knowledge of the character is based on the films and animated series. That said, I should probably substitute him for Iago. 2: The desperation attack WORKS and the villain discovers new power within himself, the hero gets knocked the fuck out or banished or someshit, and the rest of the game is spent training to become as powerful as the villain.

I think you kind of misunderstand me there. The hero doesn't become the villain, the player does. Think of it like the Sonic Adventureo 2 storylines, except without LOL JOINT OPERATION at the end and with linearity (as in you have to play the "light" side before the "dark" side). And maybe something could happen where the player doesn't know he's playing the villain until he figures it out for himself (which should become obvious at around the time that the villain commits his major Act Of Villainy)

-There isn't a huge amount of plot depth in Diablo. But I would consider going insane from post-traumatic stress and having a demonic soulstone jammed in your head qualifies as suffering. Not to mention all the other characters in the game getting fucked by him.
-You only face him once, and while I wouldn't say its scary, it is definitely heart-thumping and a great end boss to a great, atmospheric game.
-He is most definitely the main tormentor. He tears a kingdom apart and corrupts a church into leading down into the very pits of hell.
-Diablo does not need theme music, because the normal game music is that freakin' great.
-No, but I don't give a crap about an acid trip background. Dark, creepy, and bloody are what make this games background. And it works.
-Well, he's the Lord of Terror. He doesn't have a reason, he;s just pure evil. He's the leader of demon hordes, so the pure evil shit actually works here, too.
-Well, when you fight him, he never backs down once. Then again, it's an action game, and he makes you plow through his entire army before you fight him.
-After he dies, he corrupts the main character to go on and fuck up people's shit even more than he previously had.
-I'm not sure how necessary these underlings are. They definitely help out, but when you think about it from a gameplay perspective, he would have been better off without his demon hordes. He would have been fighting a level 1 character. And from a story perspective, he doesn't need them so much as he is just leading them.
-As I said before, he came back at the character after he died, to bring his brothers back to the mortal world, and continue to cause more shit to go down that had previously happened.

Not really. Video games have the potential now to do it, probably even more so than movies and books if they really tried. You can "physically" interact with what happens in a game, even if a major plot point remains the same, how you got there can be totally different. You can't do that with anything else except maybe one of those "CHOOSE YOUR ADVENTURE" books.

Games also have the chance to spend more time with the audience. There are very few books or movies that you can say spend 20 hours or more with their audience.

Oh god yes, first time you meet him he KAMEHAMEHA's the evil knight guy who destroyed your village, Chester and old guy who only saved Cless and Mint by transporting them back in time before everything gets annihilated. The rest of the game is buildup to rematching his past, present and future forms again, and it's pretty awesome battling.

Kind of. Though the truth comes out when he finally dies, it only barely makes him more sympathetic because the ends don't justify the means, and he still thinks of humans as insects.
